Yes you can cut the top of the soldier course. Don't make a space for mortar. You want the joint as close as possible, very little mortar.

I am trying to get started and need a little help.

I am trying to set up to saw the soldier course. Do you cut the top where the second course is setting evenly on the top soldier, or up off a little to leave room for cement under the second course?
