Do I put mortor on 1st row of arch bricks or lay them dry onto base then mortor them row 2 etc or will the arch fall over until I build the actual dome

Mortar brick to brick - do not mortar to the insulation, just leave it dry. There is PLENTY of weight to keep it in place. I just re-read your post. The first thing you are going to build is the arch?Check out my pictures here:

The bottom arch brick should be mortared to the dome brick next it, on its side not the base. It's the same first row of dome bricks,mortared to each other on the bricks sides, no mortar on the base. This way the dome and arch are able to float and expand and contract in the heating any cooling of the oven.
