Spacing between bricks, would like the inside to show little to no mortar

Hope everyone is doing well. I was wondering if mortar is absolutely needed between each and every brick. See the attached pict. brick 22 and brick 21 has not space to put mortar. Of course I was planning to put mortar where the shims are. This all started as I thought I was cutting the bricks correctly per the chart but I guess my degrees are off. Any help to correct if I do need mortar, maybe just cut a notch in the bak of 22&23 to make room for the mortar?
