No - you need to insulate using the insulation board or a vermiculite / cement mix. If you just sit the brick on the slab, it will steal the heat away from the brick.

how thick of board do i need and does it just sit in place or glue it down

I believe the standard size is 2 inches - I went with 4 inches thinking more is better (plus it got the hearth to a workable height). No need to glue it down, the weight of the brick works just fine.
