How will you finish the final enclosure. I used scratch/brown coat stucco with acrylic additive to increase the water resistance. I will not have a cover so the final shell needs to be water tight

I agree with the first reply. You can look at the link of my build below. The plaster (what you call mortar) worked out perfectly. I suppose your oven will not sit out in the open, but will be covered.

regular old mortar . s-type from the big box hardware store.

I have just insulated my oven with 4 inches of ceramic fibre, what should I use for a scratch coat for my stucco finished dome.
