I had the same "issue" when pouring my insulating layer. i also did 4 in of papercrete 1:7 or 8 i think. it was very loose also, so i also took the edges and did a mix of 1:4 which became much harder and more firm. on top i did only put dust from firebrick to level it out.
Worked like a charm.
