Is the oven going to be under cover or open to the elements? If under cover I would not worry about weep holes unless rain can get to the hearth in any significant amount. If an exposed dome, weep holes are recommended. Wet insulation, not matter what type is one of the leading problems of poor floor heat retention. The weep holes just provide a means of water egress. Wet floor insulation takes a ton of time to get rid of.
