I know what you mean about crazy regulations I was a displaced NY'er living in San Fernando valley for a couple years and couldn't believe the hoops you would have to jump through for the simplest things, anyway, if you are on Facebook check out a group called "Mobile wood fired oven interest". It is a great group with operators from all over, someone in Cal. might be able to give you insight as to how to circumnavigate the insane legislature.
