    Could you use 3" of Castable refractory cement for the cooking surface.

    Large pieces of castable refractory are likely to crack. You could cast it into a number of pieces and reinforce them with stainless steel needles to avoid this. The castable refractory is really designed to be fired up to a high temperature where it will become partly vitrified and therefore stronger. If only taken to pizza temperature it will never be as hard as a firebrick which is fired to over 1000 C.
