Dome vs. Opening Height - Lip/Reveal Included

Is the 63% target for opening / dome height ratio for the initial inner opening or is the reveal/lip included as well?

For instance, for a 32" oven with height of 16", 63% of 16" is ~10". If I'm planning a 1" lip/reveal for an oven door; would I make the inner most height be 10", then open to 11" for rest of gallery as the lip?

Does the attached picture interpret correctly?
