HEBEL Mortar as insulator?

Hi, just found this at my local homedepot, a HEBEL mortar for the instalation of HEBEL products. The salesman said that it would practically solidify into an almost identical HEBEL block. Does this mean I can use the mortar and smother it over a 1 inch layer of ceramic blanket and that way the final stucco layer would be less prone to cracking? Or even cast a 2 inche piece and set it under the firebrick floor.This would be so much cheaper.

Hebel blocks and panels are made with an aerating agent. That allows the tiny air cavities to form which gives the Hebel block or panel it's relative light weight by volume and give it insulation qualities.
The mortar used to set Hebel panels or blocks does not contain those air cavities so will make a poor insulator.
